When they reach the new cap of WOW GOLD level 85.
Blizzard decided to focus on providing more end-game and maximum-level content for players. Having learned a lot from Wrath of the Lich King, and wanting to ensure players have more content to experience right away when they reach the new cap of WOW GOLD level 85. They're also putting a lot of time and effort into reworking the content for level 1 to level 60. Blizzard also claims to have learned a lot designing the previous expansions and felt they could apply those lessons to improve the levelling-up experience. Creating alts has always been a popular pastime for players, and they wanted to ensure Kalimdor and the Eastern Kingdoms remain a vital part of the game world. In addition, with the addition of the two new races, it was felt that players would likely want to spend extensive amounts of time exploring the new racial areas and working with these new alts, and a desire to not put the end game content too far out of reach for the new races.
Some of the new end-game content will include more raids than ever before, new raid zones and battlegrounds, and a new profession to level, Archaeology, for players to explore. (One has to wonder if the achievement for maxing out archaeology will be an Indiana Jones joke.) Naturally, the talent trees will also be revamped with new abilities. Some of the new raids will include Uldum, finally open to answer questions left over from the Uldaman quest chains. Also, the Mount Hyjal area will finally open, allowing players to see what happened following the defeat of Archimonde at the end of Warcraft 3. A new area, previously unseen will be the Sunken City of Vashj'ir, home of the Naga (with new implementations involving players and water). No new Hero classes like the Death Knight have been announced yet, and probably won't be, as Blizzard wanted to keep an emphasis on the Worgen and Goblins. Finally, some of the system requirements will also be increased due to the new demands the increases will place on people's computers.
